well, after a long string of dry days it is raining outside tonight. this is a live picture of the embarcadero in san francisco. the street sparkling with the raindrops. the rain may have contributed to this rollover accident in petaluma. thankfully no one was injured. let's get to spencer christian sw live doppler 7hd. spencer? >> a taste of what we expect mid to late january to look like. as you can see on live doppler 7hd we have mainly light rain blanketing most of the bay area but pockets of steadier heavier rain mainly in the north bay. clover dale and points southward, se sonoma county to

windsor. pockets of the light to moderate and in some cases heavy to moderate rainfall. across the bay to the east bay to alamo, concord, livermore. for the last 24 hours we got over half an inch at mount saint helene. 4/10 at santa rosa. wide ranging rainfall totals so far. quite a bit in some spots and not so much in others but the rain does continue to fall and i will have the accuweather forecast coming up shortly. dan? >> thanks very much. rain indirectly played a part in the house fire in oakland tonight. the victorrian home was abandoned and the owner says squatters often take over to get out of the rain. two people are questioned in connection with the fire. they were found on a neighboring roof and had to be rece cued. the three story house fire on the 600 block of harrison street in the chinatown area tonight. it will be announced tomorrow.

the department of defense is going to allow women to handle combat duties for the u.s. military. that decision will allow women into hundreds of thousands of frontline positions and potentially elite commando units as well. david curly has the story. >> reporter: a stunning turnaround. a unanimous vote by the top generals which the defense will accept to remask the ban of women serving combat roles. >> it will be the first fully integrated military in america's history. without discernible frontlines women did serve in combat roles in iraq and afghanistan. donning flak jackets, and ended up in the middle of fire fights. >> taken fire everywhere. i remember hearing the pings of the bullets going by me. i shot one guy and saw him fall. >> leighanne hester was the

first woman since world war ii to receive the silver star. tammy duckworth lost both of her legs in combat and is now a member of congress. >> america's daughters are just as capable of defending freedom as her sons are. >> while three quarters of americans support women in combat not all men serving agree. a young man said that women in direct combat will create "sexual tension" which can create. it will give some units the ability to ask to exclude women but the head of special forces told martha raddatz it is time. >> as soon as policy permits we will be ready to go down that road. >> reporter: two months ago four women sued the pentagon to get on the battlefield and now they may get their chance. >> we want to see it executed responsibly but in a reasonable time frame. we hope it doesn't get dragged

out. >> reporter: the historic announcement will be made thursday by the secretary of defense. it could begin as early as may finishing by 2016 with men and women serving together in combat roles. from the outgoing defense is secretary to the outgoing secretary of state and her rivetting and passionate testimony before congress. hillary clinton was in rare public form. at times angry, at times defensive. here is mark matthews. >> after months of waiting, congress finally got its chance to grill hillary clinton over the administration security failures at the benghazi consultate. >> no one wants to think now what could have, should have, would have happened. >> four americans were killed in the terrorist attack including u.s. ambassador to libya chris stevens who grew up in the bay area and whose parents still live in piedmont. republicans say the obama

administration ignored requests for more security. >> the dots here were connected ahead of time. the state department saw this risk coming. >> reporter: and senator ron johnson of wisconsin accused the administration of misleading the american public after the attack. >> again, we were misled there was supposedly protests and an assault sprang out of that and that was easily as certained that was not the fact and the american people could have known that within days and they he did not know that. >> with all due respect the fact is we had four dead americans. it was because of a protest or guys out for a walk one night who decide they would go kill some americans. what difference at this point does it make? it is our job to figure out what happened and do everything we have to prevent it from ever happening again, senator. >> a firey hillary clinton became tearful when talking about standing with the president as the bodies of the dead came home. >> i put my arms around the mothers and fathers, the sisters and brothers, the sons and daughters.

extremists i.e. they are working together at times. ambassador chris stevens of piedmont was killed in the attack along with three other americans. today stevens stepfather said that secretary clinton reached out to his family about the deadly september raid and has written them several times to express her regrets but the family is not discussing whether security was adequate leading up to the assault. let's move on to apple where the polish may have finally worn off tonight. the company today turned in an earnings report that for the first time in years did not show a double digit increase. apple made plenty of money last quarter, more than $50 billion but sales of its innovative products like the iphone and ipad are now beginning to fall flat and wall street showed what goes up must come down. stock that once trait traded at more than $700 a share fell by more than $50 in after hours trading now well below $500.

more tonight from business and technology reporter david louie. apple had consistently good quarters beating wall street estimates with few ex-isceptions. there is a nagging concern as rapid growth is slowing mostly because competitors are catching up and coming up with innovations of their own. michael copeland of wired says consumers have choices now. >> they like all of the smart phones out there from samsung, from lg for that matter. the nexus 4. the marketplace has caught up to apple. >> apple sold an iphone or ipad every 10 seconds during the highway days. but its $13.1 billion profit was exactly the same as what it made during the same quarter a year earlier. apple may also be losing its grip on its most loyal customers if barton is any

indication. >> i switched to this samsung and i used an iphone for two years but it is lighter. thinner. the screen is bigger. and i have been happy with it since. >> apple fans remain convinced there is no better technology. >> i pretty much stuck to apple products since the beginning. computers and laptops and phones and a couple of i^ pad minis. it is streamlined and easy to use. i stick to apple. >> reporter: apple stock lost a fourth of its value. its hoard of cash now estimated at $137 billion. the question is is whether that cash can help it develop the next big thing or allow it to buy a promising startup with a hot new idea. the ceo says the main mission is to keep making products people love. >> it will have ups and downs and you can't base the long-term future of a company based on one or two quarters. >> reporter: do you have a stake in the falling stock

we have new detail about a san jose home invasion. police recovered both vehicles which were stolen monday. the robbers gagged and tied up the 73-year-old and 76-year-old and then ransacked their home. the chp officer found the car last night east the gilroy. santa clara dive teams recovered their suv today in the reservoir. police consider the case a high priority.

>> we have a 73-year-old and a 76-year-old couple that were tied up inside their home. this could have been your grandmother or grandfather, your parents. tough to imagine somebody to have to go through that and right at the end have your cars taken from you. >> police have not yet made any arrests. to oakland now where the city council is taking big steps to fight crime. it has approved an additional police academy to train new offy iser is. the hiring of 20 technicians for field and lab positions. the interim use of deputies to help violent is suppression efforts in the trouble spots. and topping the list the hiring of controversial police consultant bill bradden. council members got an earful about why they shouldn't hire him. abc 7 news reporter vic lee spoke with him today. >> reporter: bill is confident he will reduce crime in the city of oakland. >> i have never had a year been

a chief of police in which crime did not go down in the city in which i was working at. all of of the cities after i left continued to go down. >> reporter: the basic crime fighting philosophy is this, control the bemaveor of criminals, flood the hot spots with officers, the places where most of the violent crimes take place. as police commissioner in new york city the hot spots were the drug marketplaces where most of the shootings occurred. he reassigned hundreds of patrol officers to the nascar are cottics unit, drug related homicides dropped more than 90%. >> reduce it by effectively controlling illegal behavior to such an extent you can change the behavior that you effectively reduce the amount of crime and you reduce the number of people who are committing crime. >> reporter: he is exactly what we do not need in in the city of oakland. >> one of the crime fighting tools is the controversial stop

and frisk a tactic that fueled anger among many oakland residents afraid it will result in racial profiling. in new york, there was 700,000 stop and frisk incidents a year. bratton says it is an effective tool and blames the controversy on police departments that have been using the practice inappropriately. >> the constitutional tools you were given to work with you always have to use them legally, constitutionally. you have to use them compassionately, you are dealing with human beings. >> a center will be the computer crime tracking system he helped develop. it enables them to track in real time the frequency of crimes and how effectively the stations are handling them and allow os the command staff to quickly mobilize forces to a hot spot and snuff it out before it escalates. >> focusing and accountability

but at the moment not any reports of any widespread heavy downpours. temperature readings at the moment mainly in the low 50s around the bay and a few locations inland have current temperatures in the up 40s. rain will continue overnight. may be spotty off and on but it will continue. wet again tomorrow morning for the morning commute. showers linger into the morning hours. a cooler pattern coming up this weekend. satellite and radar composite image shows the frontal system moving slowly through the bay area producing this wet weather that will be with us overnight and at least into tomorrow morning. start off the forecast animation at 11:00. notice the slow moving system working its way through the bay area, weakening as it does so early tonight and tomorrow. mid day begins to fall apart giving us at least partial clearing. breaks of sunshine at times tomorrow. mainly in the afternoon. low temperature tonight will be far milder than they have been in the last week or so. generally in the low to mid

40s inland and mid up toker 40s around the bay and closer to the coastline and, of course, that means we will be getting showers as well. tomorrow, cloudy skies with sun in breaks later in the day. pockets of shower activity in the early morning hours. high temperatures in the upper 50s to right around or just about 60 degrees. 61 oakland. palo alto. 62 san jose. a little farther south monterey bay a tad milder. mainly low 60s there. 62 morgan hill, santa cruz, gilroy and salinas. the accuweather seven-day forecast. the rain and showers taper off tomorrow giving way to partial clearing. expect a dry day on friday but a chance of showers again on saturday although that doesn't look like a very well organized system so we he don't expect heavy rain on saturday. clearing and cooler on sunday. sunday and monday high temperatures reach only to the mid 50s for most of the bay area. pretty chilly weather. and sunny skies monday, tuesday, and wednesday. we will start to warm up again by midweek next week with high

day of wrestling. drowsy driving something we are increasingly aware of as dangerous. a little oh over a month since the shootings in connecticut, one east bay school district is making a wholesale change in the type of locks currently used to keep its classrooms secure. laura anthony has the story. >> reporter: by the end of next month, classroom doors in the lafayette unified school district will start sporting these. handles that lock from the inside with a simple push of the button. >> we want to do what we can to keep the kids safe and to signal to the community and to our teachers and to the support staff that we he need to do our part. >> reporter: the move comes in the wake of last month's deadly rampage at sandy hook elementary school where a young man in body armor shot his way into the school and went from classroom to classroom, killing 26 first graders, teachers and

administrators. in lafayette the new handles will replace the current type on some 200 doors that now lock only from the outside using a key. the cost of the change is about $60,000. parents we talked with seem to think it was a common sense approach to beefing up security on campuses that are typically wide open. >> i guess it makes sense if it is for the kids safety. it seems like dollars well spent. >> reporter: lafayette isn't the only school district moving to beef up security. down the road they are looking at new locks that can be locked from the inside. mccornelin martinez they adopted a new policy that they remain locked during the school day. more are to come here tonight. is still ahead, manti te'o talks exclusively with abc's katy couric why he lied about his fake dead girlfriend. 18 years since the 49ers won the super bowl. as for a repeat the team says they are taking it one day at a time and one game at a time.

the white house is calling it a fundamental change in gop strategy. house republicans have pushed through legislation to prevent the government from defaulting on its debt. speaker john boehner says republicans will quickly draft that budget that will wipe out deficits in a decade and challenged democrats to do the same. california is bucking the national trend of sharp declines in union membership. in fact, the state is one of just a few that saw growth last year. >> rob: perts say increased signups by car wash workers hotel workers and others mean california has 2.6 million workers in unions. that is about 18.4% of the workforce, up from 2.5 million the year before. a very different picture

the year a cell phone technician in maryland found himself in so much trouble he had to call 911. he was 180 feet up and with a windchill of 10 degrees his hands went numb and his legs began to cramp. he cowedden move. a coworker climbed up and attached the safety ropes and brought him back down. he will be okay. in chicago, ice encased the side of this gutted warehouse in chicago. the ice formed after firefighters doused a burning welding with hundreds of thousands of gallons of water. and now to a fire in norway. a truck driver carrying 27-tons of carmellized goat cheese of all things abandoned his burning vehicle about a thousand feet from a tunnel there. the cheese contained so much fat and sugar it burned almost as if it were gasoline. the fire lasted five days spewing toxic gases into the tunnel which is likely to be closed for several weeks. wow. a great shot behind me, spence. a great shot. >> it is a cool shot.
